On January 22nd, George W. Bush signed an executive memo that forbids any international family planning organization that receives federal funds to talk about abortion. The order bans these groups from providing abortions, counselling women on abortion, and advocating for changes in abortion law, even with their own private funds. Thus, if a group receives federal funds, either directly from the US Agency for International Development (USAID) or through a US based organization, it cannot spend its own funds on these family planning activities.
